Disruption is where things begin to change by an action or event. The agent of disruption here is the devastating maritime disaster of December 6, 1917, and the hours and days to follow.
New equilibrium implies that the resolution of the story is the creation of a new/different balance. Halifax is a city forever changed and eternally grateful.
